On October 17, it was announced that the Ministry of Transport, together with the People's Governments of Shanghai Municipality, Jiangsu, Zhejiang, and Anhui Provinces, has issued the "Action Plan for Building a Pilot Zone for High-Quality Development of Inland Waterway Shipping in the Yangtze River Delta (2025-2027)" (hereinafter referred to as the "Action Plan"). Focusing on six key areas—improving the accessibility of the waterway network, enhancing the functions of port hubs, raising transport organization efficiency, upgrading transport service quality, accelerating green and intelligent transformation, and continuously strengthening industry governance capacity—the plan specifies 20 tasks to be implemented through ministry-provincial (municipal) coordination. The initiative aims to build a pilot zone for high-quality inland waterway shipping in the Yangtze River Delta, better serve the strategies of building a Transport Power and advancing the integrated development of the Yangtze River Delta, and play a pioneering and leading role in promoting the high-quality development of inland waterway shipping nationwide.
