Last Update:2026-03-20

Summary

Issued by the National Energy Administration on November 12, the "Guiding Opinions on Promoting the Integrated and Converged Development of New Energy" stipulates that by 2030, integrated and converged development will become a major model for new energy development, with markedly improved reliable substitution capacity and market competitiveness of new energy, strongly supporting the comprehensive green transition of economic and social development and providing safer and more reliable green energy support for accelerating Chinese modernization. The document urges the integrated development of transportation and energy, encouraging the construction of integrated new energy and local energy-use facilities at transport sites such as highway service areas, road slopes and stations, railway yards, airports and ports. Advanced technologies including flexible collection and connection, smart microgrids and vehicle-grid interaction will be deployed to raise the proportion of on-site development and utilization, and promote the large-scale application of new energy heavy-duty trucks as well as supporting refueling and recharging infrastructure. It also calls for planning and developing hydrogen-based energy industries such as green hydrogen, ammonia and alcohols, and sustainable aviation fuels. Coastal areas are encouraged to explore offshore wind power-based hydrogen, ammonia and alcohol production technologies and develop green fuel bunkering for shipping. View Details >
