On June 15, eight government departments and entities including the Ministry of Transport jointly released the “Action Plan for Tackling Bottlenecks and Unclogging Chokepoints in Intermodal Transport (2026–2030)”. To accelerate the green and low‑carbon transition in the intermodal transport sector, the Plan sets the steady increase of the clean transport share as a key development target, with a particular focus on the construction of green infrastructure at freight hubs. In terms of equipment support, the Plan calls for improving the layout of standardised charging and battery‑swap stations, and for promoting effective coverage of high‑power charging and swap facilities for heavy‑duty trucks, non‑road mobile machinery, as well as shore‑side power supply and large‑vessel charging systems. The documents also explicitly encourage freight hubs to prioritise the use of new‑energy vehicles and non‑road mobile machinery for newly added or replacement internal fleets.
