On June 10, the General Office of the Henan Provincial People's Government issued the Special Action Plan for Transportation Structure Adjustment in Henan Province (2026–2028). Focusing on the green transformation of transportation, the document sets a target that the proportion of new energy transport volume will exceed 25% by 2028. The Plan prioritizes the promotion of the "new energy truck + port" connection model and the application of pure battery-powered ships. It plans to build zero-carbon transport corridors along major expressways such as the Lianyungang-Horgos and Beijing-Hong Kong-Macao expressways, and start construction of around 100 charging and swapping stations for electric heavy-duty trucks in 2026. In addition, the policy provides provincial subsidies for the replacement of new energy commercial trucks, and implements preferential toll policies including free passage for hydrogen-powered trucks and 50% toll discount for electric trucks, to comprehensively accelerate the large-scale application of clean transportation with tangible financial incentives.
