Implementation Plan for the Orderly Expansion of Low-Altitude Economy Application Scenarios in Yunnan Province

Last Update:2026-07-14

Summary

On June 11, the General Office of the Yunnan Provincial People's Government released the Implementation Plan for Orderly Expansion of Low-altitude Economy Application Scenarios in Yunnan Province. As a core local policy to promote large-scale application of the low-altitude economy, the document focuses on the orderly development of low-altitude transport systems and the expansion of cutting-edge scenarios. For smart logistics and low-altitude transport, the Plan proposes a tiered distribution network: a 10-minute urban express delivery network, a 20-minute suburban distribution network and a 30-minute urban-rural delivery network. By the end of 2027, the province is expected to operate 50 regular urban distribution routes and 50 regular suburban distribution routes respectively, and open 5 urban-rural delivery trunk lines. For passenger services, the Plan plans a 2-hour province-wide low-altitude transport circle, and supports plateau passenger test and verification of eVTOL in designated areas under safety guarantees. In addition, the policy ensures land supply for low-altitude infrastructure in line with the land use standards of transport service stations, aiming to accelerate the building of a safe, efficient and new three-dimensional low-altitude transport system driven by diversified commercial application scenarios.
