On July 27, the Ministry of Ecology and Environment, together with the National Development and Reform Commission and other relevant authorities, jointly released the National 15th Five-Year Plan for Addressing Climate Change. For the first time at the five-year plan level, the Plan systematically establishes a full-sector and full-coverage target system for climate change response. It sets targets including the reduction of carbon dioxide emissions per unit of gross domestic product (GDP), lower carbon dioxide emissions per unit product for industries covered by the national carbon emissions trading market, development of the national voluntary greenhouse gas emission reduction trading market and product carbon footprint management system, monitoring and control of non-carbon dioxide greenhouse gases, improvement of the climate change adaptation system, and enhancement of influence in global climate governance.
