On May 29th, the State Council issued the "2024-2025 Energy Conservation and Carbon Reduction Action Plan" (hereinafter referred to as the "Plan"), proposing improvements in the total energy consumption and intensity control, focusing on controlling fossil energy consumption and strengthening carbon emission intensity management. Among them, the energy conservation and carbon reduction actions in the transportation sector are mentioned:1. Promote low-carbon transportation infrastructure construction. Enhance the electrification level of energy use in stations, railways, and airports, promote the use of new energy in non-road mobile machinery, and accelerate the matching modification of domestic transport ships and port shore power facilities. Encourage the construction of photovoltaic power generation facilities at transportation hubs and along road networks. Strengthen the construction of charging infrastructure. 2. Promote the low-carbon transformation of transportation equipment. Accelerate the elimination of old motor vehicles, improve the energy consumption limit standards for operational vehicles, and gradually lift the restrictions on the purchase of new energy vehicles in various places. Implement policies that facilitate the use of new energy vehicles, such as convenient access. Promote the electrification of public sector vehicles, orderly promote the use of new energy medium and heavy-duty trucks, and develop zero-emission freight fleets. Accelerate the scrapping and renewal of old transport ships, and promote pilot projects for the electrification of coastal and inland ships. By the end of 2025, the carbon dioxide emission intensity in the transportation sector will be reduced by 5% compared to 2020.3. Optimize the transportation structure. Promote the construction of port collection and distribution railways, dedicated railway lines for logistics parks and large industrial and mining enterprises, and promote the shift of bulk cargo and container transportation from road to rail and water. Accelerate the development of multimodal transport and promote clean transportation in key industries. Implement a strategy prioritizing the development of urban public transportation.
