Summary

On May 28th, the Hangzhou Municipal Government issued the "National Carbon Peaking Pilot (Hangzhou) Implementation Plan." The plan proposes the comprehensive promotion of new energy transportation tools. It aims to accelerate the elimination and renewal of old diesel trucks and non-road mobile machinery. All new or updated urban public transportation vehicles (excluding emergency vehicles and those for special needs), postal service vehicles, government official cars (for confidential communications), and taxis (excluding online ride-hailing cars with a purchase price above 150,000 RMB) will be 100% new energy vehicles. Additionally, the plan implements green and low-carbon upgrades for transportation hubs. The Hangzhou-Chun'an-Kaihua expressway will serve as a pilot for exploring low-carbon (zero-carbon) highway construction models, focusing on the construction of low-carbon service areas on highways. The plan prioritizes the development of low-carbon passenger transport hubs, particularly at the Qiantang hub.The plan focuses on constructing beautiful roads and waterways. It calls for accelerated construction of public charging stations to establish a "five-minute charging circle" in urban areas and a "half-hour charging circle" in rural areas.
