These counties shall jointly complete the pilot tasks, assessments, and other related work as a whole. The jointly - piloted counties will occupy one quota for a single pilot county. The jointly - piloted counties should designate one leading county, which will, in consultation with other participating counties, comprehensively carry out work such as pilot declaration, subsequent construction and operation of public charging and battery - swapping facilities, and distribution of incentive funds.Municipal districts that meet the requirements can apply to be jointly - piloted counties and should ensure scene - based linkages with surrounding cities, provinces, and counties.
