On March 16, the General Office of the Communist Party of China Central Committee and the General Office of the State Council jointly issued the Special Action Plan for Boosting Consumption, which outlines 30 key tasks across eight areas. The document includes three mentions of automotive consumption promotion and policy guidance. Beyond measures to stimulate vehicle upgrades, the campaign to streamline and optimize restrictions specifically emphasizes gradually reducing consumption limits. It advocates shifting from purchase-oriented to usage-oriented management of automotive and other consumption, while providing phased guarantees for long-term unsuccessful applicants to secure vehicle purchases. In recent years, local governments have relaxed car purchase restrictions. Guiyang and Hainan have completely lifted new energy vehicle purchase limits, while Shenzhen, Guangzhou, Hangzhou, and Tianjin have eased restrictions by increasing license plate quotas or optimizing lottery and social security eligibility rules.
