On July 21, the "Shandong Provincial Port and Waterway Layout Plan (2025—2035)" was approved in principle by the provincial government, outlining a clear and ambitious blueprint for the development of Shandong’s water transport infrastructure over the next decade. The plan proposes that by 2035, the province will establish a "sufficient-capacity, strongly-supported, safe, efficient, smart and green" port and waterway system. It will form an overall water transport layout featuring a "Three Main Ports and Four Auxiliary Ports" world-class coastal port cluster, an "One Main Port, Four Auxiliary Ports and Multiple Points" inland port cluster, and an "One Vertical, Two Horizontal, Three Trunk Lines and Multiple Branches" inland waterway network.
