On July 21, the "Shandong Provincial Port and Waterway Layout Plan (2025—2035)" was approved in principle by the provincial government, outlining a clear and ambitious blueprint for the development of Shandong’s water transport infrastructure over the next decade. The plan proposes that by 2035, the province will establish a "sufficient-capacity, strongly-supported, safe, efficient, smart and green" port and waterway system. It will form an overall water transport layout featuring a "Three Main Ports and Four Auxiliary Ports" world-class coastal port cluster, an "One Main Port, Four Auxiliary Ports and Multiple Points" inland port cluster, and an "One Vertical, Two Horizontal, Three Trunk Lines and Multiple Branches" inland waterway network. By then, the world-class coastal port cluster will be basically completed, the inland water transport network will be more improved, the modern and professional transportation system will provide more efficient support, remarkable results will be achieved in the integrated and high-quality development of water transport, and the capacity of ports and waterways to lead regional economic development will be significantly enhanced.
