On September 12, the National Development and Reform Commission and the National Energy Administration jointly issued the "Notice on Improving the Pricing Mechanism to Promote the Proximate Consumption of New Energy Generation" (hereinafter referred to as the "Notice"). The "Notice" explicitly states that, in accordance with the "beneficiary pays" principle, proximate consumption projects shall fairly bear transmission and distribution costs, system operation fees, and other expenses for the stable supply services provided by the power system. Projects not connected to the public grid are exempt from paying stable supply guarantee fees. The refined pricing mechanism for proximate consumption clarifies the boundaries, supply assurance responsibilities, and economic obligations of such projects.
