Summary

Taxes will be levied on imports of cement, aluminum, fertilizer, steel and other products from countries and regions with relatively lax carbon emission restrictions. The period 2023-2035 serves as a pilot phase, and products in the covered areas will not be charged any fees during this period, but will be subject to emission reporting obligations. From 2026, free allowances for manufacturers will be reduced by 10 percent each year, and completely abolished by 2035.
