As part of the EU's Green Deal Industrial Plan, this "Act" aims to achieve a net-zero technology manufacturing capacity in the EU that is close to or reaches 40% of the EU's annual deployment needs by 2030. Using assessments of commercial viability and potential for rapid scale-up, the "Act" identifies eight strategic net-zero technologies, including solar photovoltaics, onshore wind power, battery/storage technology, and heat pumps. According to the "Act," by 2030, the EU's domestic solar PV manufacturing capacity will be at least 30GW; the manufacturing capacity of wind turbines and heat pumps will be at least 36GW and 31GW respectively; the capacity of battery manufacturing will be at least 550GWh, aiming to meet nearly 90% of the EU's annual demand; and the total installed capacity of electrolysis hydrogen production will be at least 100GW.
