Summary

This act prohibits the U.S. Department of Homeland Security from purchasing batteries produced by Chinese companies, and requires the U.S. government and its partners to phase out batteries and related technologies produced by Chinese enterprises within the next five years, especially in the fields of electric vehicles and energy storage. The United States claims that the dominant position of Chinese enterprises in the battery market may pose a potential "threat" to U.S. national security.
